Maybe they are talking about the "I Downloaded" page under iBooks?  If that is the case the I Downloaded is patterns that you have paid for and downloaded, whereas the other posted patterns are what is available to download.  Without you being more specific as to where you are seeing download storage we have to guess as to what you are seeing.
