I live in Canada and haven't been able to access the site. It gives me the error below:

I used a onion VPN to see if I could get here and I can but it won't let me download anything.  Can anyone assist me how to download?  I don't know why I'm being blocked from accessing this website now from my regular internets - has anything changed with settings as I see that the site was supposed to be down for a few days for upgrades -
