Impossible to answer on a bounty request

Hello

I have a pattern somebody is asking for but if I click on the button help, nothing happens.
I'm level1

Is this normal?

Just upload the pattern on the right place.

Than go to the bounty of your pattern.Than click on i answered. ( See picture)
And write thank you very much.

The moderator of your section will search for duplicates and bounty requests.
When your pattern is good,the moderator send IT to the right section and will let the bounty owner know where to find the pattern.
And you will get the bounty reward.
