Yes, VPN is problemic ... I banned VPN's some IPs (I guess).... You can access but probably you can not download anything... I don't know why exactly... But expect this : When I clear the all banned IP list , all vpn users can use our site without any problem ...

But As I said before all this clear proccess I want to all user's account in safe ....
