update: Why not use wtaer soluble pens? I have had never bad experiences with it, wash it with lukew ...
This is what I use as well, i.e., water soluble pens. However it works best for Aida as no pen I know is fine enough to make a distinct line on evenweave. I will sometimes make small crosses at intersections on evenweave, however I don't consider it safe and I will count every time just in case. But with Aida I can rely on the lines as they are clear.
The Pilot Frixion pens come in a fine tip. They make a cleaner line than the water soluble pens so are easier to work with. The lines come out beautifully when you iron your fabric. Love these!
