PatternMaker patterns use the XSD for the file extension.
Pat file most likely opens with the program that made it, PCStitch. There is a version of it in Cross Stitch Software section; www.pindiy.com/forum-CrossStitchSoftware-1.html
Otherwise, a .pat file can be a PC stitch file. In which case, there is a PCstitch Viewer program also available for free.
A .pat file is usually Pattern Maker. You can use the Pattern Maker Viewer (It's free software) to view it and print as PDF
Just google "Pattern Maker Viewer (version 4.04)" and it's first result

I mean sure, you don't go in a cross shape with the mouse for every stitch, you click the box and occasionally click n drag. But that just makes it sound complicated
Is it not using the mouse to "draw" the pattern again, from scratch, on the computer? How is that incorrect? This is how I do it on the computer.

This isn't quite correct. You aren't "redrawing" every square. You are filling in the squares with colors. It's very similar to what lots of stitchers do with a paper pattern and colored pencils.
