There is something I found called Pdfium that allows you to play around with pdfs and could quite possibly make it so they work in PK but its not something I can even understand so I really don't know. I don't think so, I have read that you can re-do a PDF by recreating it in Winstitch/Macstitch. I have never tried it myself though.

I am desperately trying to do the same thing and unfortunately there really doesn't seem there's a way unless you input each stitch into a cross stitch pattern maker software and then export it out in PK format. There is something I found called Pdfium that allows you to play around with pdfs and could quite possibly make it so they work in PK but its not something I can even understand so I really don't know.
