Blank white sections, worth it to fill in?

I've been working on a birth certificate pattern. There are white spaces that I'm tempted to fill in with white stitches. Is it worth the time/effort to do this?

You can use glitter fabric. It looks better, and you don't need to waste your time stitching the blank. :)

This is why I prefer to stitch on linen or evenweave instaed of aida. I don't like the look of plain aida fabricso I only use that on patterns where everything will be covered.
